Position Overview
The Property Operations Coordinator advances the Mission and Values of Community Human Services by building, fostering, and inspiring excellence in the Agency’s ability to: 
  • Serve as the leading resource for homelessness support, information, and best practices and protocols in Southwestern PA for people experiencing homelessness or who are at risk for homelessness and people experiencing mental health needs that require a residential facility or assistance within their own residence. 
  • Ensure completion of Quality Assurance Audits of all files (client/staff) to make sure of compliance with HIPAA, relevant laws, licensing, and monitoring bodies. 
  • Provide exceptional and compassionate social support services. 
  • Integrate the voice of consumers with program quality initiatives and services. 
  • Collaborate with and act as a resource for other local organizations and providers. 
  • Embrace and exhibit the highest ethical standards. 
  • Build an environment which is safe, confidential, and welcoming. 
  • Eliminate the devastating impact of stigma through cultural awareness and advocacy. 
The coordinator is responsible for overseeing the daily management of CHS rental properties. The coordinator works consistently with CHS staff from other departments, as well as partnering with other organizations throughout the community. This position requires a blend of teamwork and autonomy to ensure CHS properties are managed and remain safe and secure.

Key Responsibilities
  • Understand and be responsible for performing all duties in accordance with the agency and program policies and procedures. Identify appropriate procedures for various situations.
  • Complete all job duties in accordance with the Mission and Values of CHS.
  • Monitor all CHS program and property locations throughout Allegheny County, conducting regular rounds and responding to urgent needs.
  • Collaborate with CHS program staff to identify and respond to specific issues at various locations.
  • Monitor all security cameras and respond to specific concerns as necessary.
  • Perform regular inspections of units with the Property Manager or independently.
  • Understand basic facility functions and systems and be able to make simple repairs.
  • Respond to maintenance calls and coordinate with facilities team for repairs.
  • Coordinate with janitorial staff on cleaning schedules, including unit turnover.
  • Clean and maintain properties when necessary, including after unplanned incidents.
  • Provide coverage for programs experiencing staffing shortages when available.
  • Communicate with resident housing or voucher programs regarding resident stability.
  • Stay up to date on tenant and landlord laws and regulations and attend appropriate trainings.
  • De-escalate residents appropriately and communicate with service providers, program staff, and housing programs regarding behavior.
  • File appropriate paperwork with local magistrate for tenant removal, when necessary.
  • Complete required written documentation in a timely manner. This includes incident reports, progress notes, goal record sheets, and other case record forms.

Through a combination of experience and education, the Property Coordinator will have:

  • Strong ability to navigate the Internet to familiarize and access various resources.
  • Ability to work and travel independently.
A high school diploma or equivalent is required, along with a combination of work, education and life experiences as approved by the agency and funder. Experience or knowledge in property management is preferred. Candidates should have a basic understanding of landlord-tenant laws, housing resources, and property management practices.  Act 34 Criminal, Act 33 Child Abuse, and FBI Fingerprint clearances required upon hire. A valid driver’s license in the State of Pennsylvania, currently in good standing, and with a clear driving record. A full driving record review will be completed upon hire. Applicants must possess current Comprehensive Crisis Management (CCM) and First Aid/CPR/AED certifications or be willing to obtain and maintain certifications upon hire.

Position Physical Demands

The Property Coordinator will be called upon to engage in physical activity related to general office work, including the capacity to lift up to 30lbs and stand or sit for extended periods.
